"We are really going to have to rebuild this system from the ground up,'' Paul Volcker said today in New York. Volcker served as Chairman of the Federal Reserve from 1979 to 1987, under Presidents Carter and Reagan. He said that instead of spreading the risk and creating transparency, the creation of complex financial products had concentrated risk and created opaqueness.
